From the mid-nineties, the health sector has seen major reforms with the active participation of development partners. In the process, the public sector planning, budgeting and accounting systems were strengthened. The institutional arrangements were reorganized with the passage of the Ghana Health Service and Teaching Hospital Act, Act 525, 1996.
