Access and intensity of use of health services have always been of significant concern
in Ghana. These concerns have been raised on both social and political platforms over
the years and have underpinned key policy directives in the health sector particularly
in recent times. The extent to which stakeholders hold the health sector accountable in
the context of these concerns have also increased over time. This is partly due to the
increasing levels of investments in the health sector and the need to show more
precisely commensurate achievements and benefits to vulnerable groups in particular.
